Compensation Association

In the mid to late 1950s, the north Orange County area experienced a build up of industrial firms particularly in the electronics industry. Prior to and immediately following the manufacturing growth, area human resource departments relied on data emanating from and emphasizing Los Angeles area jobs.

The Orange County Electronics Compensation Association (OCECA) was founded in early 1960; this coincided with the electronics manufacturing build up. In 2002, the association eliminated the "Electronics" from its name becoming The Orange County Compensation Association.

There is precious little history covering the early days of the ad hoc association. Research shows that an initial meeting was hosted by Ed VanZee at the then Hughes Aircraft Company Ground Support division in Fullerton. Some others reportedly attending this meeting were Win Peterson, also of Hughes; Jerry Flock, Lear Siegler; Larry Bigbee, Pacific Scientific; John Haines, American Electronics; Jim Able, Beckman Instruments.

The Association was an instant success, supplying much needed compensation and benefits data as well as networking opportunities in this fast growing area. Membership reached 25 firms. Management of the Association was nominated each year with one firm taking the responsibilities for data processing, assembling, printing and distributing the surveys.

In the early 1970's a new policy was installed asking each member firm an annual fee. The task of data processing and printing was done on the open market. During this period, Bill Baldwin, Beckman Industries, assumed the membership chair, a position he kept for over five years.

In late 1995, the Planning Committee was given the task to find a third party administrator to manage the annual Salary Survey plus the Policies and Practices and Turnover/Turnover Aging Surveys. They selected N. Bruce Ferris, Lincoln City, Oregon for this assignment. Interestingly enough, Bruce was the chair of the Association’s Planning Committee for a four-year period starting in 1969.
